I dont think it's a worn die or that it got polished down somehow as it is just way too different. I looked at over 100, 1994 pennies just now (worn dies too) and couldn't find the same FG as this one. If you feel that it's one of the above, post some pics of it where it shows this much of a difference. I guess I'd be convinced then... The larger FG is the "normal" one. Reverse pics follow

I think you have a lot of folks scratching their heads. I'm not an expert but I would guess an over polished die and late die state strike to boot. I think you should post a photo of the complete obverse of the coin. You might have a coin with some premium but I really don't know.

It is a combination of die polishing and die wear. The FG is in the same position on both coins and look closely at the Memorial corner on your coin- it is mushy and rounded instead of being sharply squared like the one with the bold FG. You cannot just look at the FG, you have to take into account the whole coin but especially the surrounding area.

I just check 10 BU coins I have. 9 were like the coin on the right. One was different, but I attribute that to worn dies on my coin. I feel that is the case on yours as well. The west edge of the F is sowing die flow in that area and making the letter appear thinner, but it is just an illusion the die flow is creating.
