here is a pcgs graded 1922 d xf40 does anyone else see a problem with it? all my xf have great wheat lines is there a reason the 22 doesn't have to meet the same tier?

I, also have a 1922D that was graded VF-30 that the obverse was like yours, but, the reverse has the same wheat lines.

Is it because of worn dies?

1922Ds tend to be graded differently than other Lincolns due the the extreme overusage of the dies for that year. That frequently leads to the coin being graded by the best side only. You can even find full MS examples with undefined wheat lines, such as this $5500 MS63RB coin.
