This is not a rare dime but there are weird circles on it. I am fairly new to this and know that some people try to make errors on coins, is this that case?

Not an error, this was caused by a machine that rolls dimes. WOLF

I think it's more likely damage from a vending machine. Either way it's damage not an error.

Rolling machine is correct. Put your fists together at the first knuckle, index fingers only raised. Now imagine a tube spinning as the index fingers bend down. That's how those shotgun rolls are closed. Bring the fingers down too far, and they scratch the end coin.
