I was wondering how a coin in this condition could garner a MS65 from NGC?

It was probably part of a bulk submission by a major dealer that NGC is friendly with. They most likely didn't spend too much time on it...however, I don't think that excuses passing over the distracting gouges in some primary spots.

The TPGs aren't perfect, thats all I know. This is why one should buy the coin...not the holder.

Buy the coin. I break them out of the slabs anyway. How else could I get it to fit in my Dansco?

I would like to own a MS65 Small Date, but I have seen circulated coins that look better than this one.

yeah, no way that is a 65.
