Contact marks. Zinc isn't very strong to contact from another coin/coin wrappers/counters/circulation.

On a doubled die the devices are enlarged from the die making process. Here is an example:

Not how the devices are enlarged. Not just in one area, but all around the coin. This doesn't always happen, but this is the same year you are looking at. Contact will not enlarge unless it is very strong distorting the whole device. Light contact just presses in the zinc or moved the plating. It is not a die issue, just a circulation issue.
