Would you please offer your grading opinion on this 1983-D Washington quarter? I would guess EF-45.

It's in a cardboard mylar 2x2 holder and I think the camera focused on the mylar instead of the coin. I see that there's a cardboard yucky inside the holder over Washington's hair. It looks like a 45 degree white line.
