I am unsure if all 1999 P cents are called test tokens or if there is a difference between a test token and a typical coin intended for circulation. Maybe these were only available in some kind of set. Please enlighten me. Thanks!
I would not call the 1999P coin test tokens but in fact they were test coins. They were released in sets and sent to people who work in the vending machine industry. If the sets were opened they could be spent like regular coins. Test tokens would have the same size, weight and composition but would not look like the coin that they represent. 1999 was the first year that the coins were plated. If you want to buy these I would suggest you buy them soon as the price keeps going up and these are very scarce.
