The tissue test is not entirely reliable, in my experience. Variations in surface luster, toning, and tarnish can bollux up the results.

Thank you all for the info on the 1965 silver(?) quarter. So far it has passed the magnet test and ring test. Since it is heavily tarnished and appears as a sand cast coin (although the reeding in the edge is right on) it was suggested that I use Tarn-x. That suggestion was then questioned by Indian 1. I do want to clean it. Is Tarn-x ok to use or is there another method?

Here are the images (from my color printer scanner). Looks alot like a sand cast quarter BUT... the reeding on the edge does not look filed or machined and is exact to a known silver quarter. It is also exact in diameter. I've heard cast coins are usually smaller in diameter because the metal shrinks as it cools. A rep at ANA told me to have a specific gravity test run at a community college. He also said DON'T use any chemical to clean it. That's my next step.

Pretty obvious cast, doesn't look like any sort of damage to silver I've ever seen.

Can you weigh it? If it comes out at 6.25 grams, there's a good chance it's silver. Another possibility is that it could be silver plated outside the mint.
From looking at the last picture, to me it looks like it has that nickel-grey tone that circulated clads usually have.

Also, it could be a regular clad quarter but with it's copper core missing.
