There is no such thing as a "post-mint error". If it happened outside of the mint, it can only be damage and that coin has a severe gouge.

thats what I meant. Errors outside of the mint- (post mint) I thought thats what people called them. couldn't tell if it happened at the mint or in the wild.

It is not an error.It is a damaged coin. It is post mint damage.
