Please give me the grade on the attached coin.

I have not tried to clean the two small red dots on the obverse but it appears that some acetone should easily remove them.

Compared to your '36B 10Rp, this appears to have environmental exposure; the luster is missing?
In terms of details, it looks like a higher grade--EF?
A higher mintage coin--Krause info.

Hard to tell the luster from these pics, it looks like a scan, and those always look extra dull. 'Course, could be dull from general wear as well, that'd keep it out of the XF range for me.
