Is it common for the 1982 nickel to tone? I noticed that the silver dollar has a bit of tarnish on it, so the seal has been broken, but all of the other coins look normal.

1982 was the first year of the cupro nickel alloy here. Prior to that nickels were made of nickel. These alloys are susceptible to colour changes from environmental factors besides just plain old fashioned oxidization. Mild heat alone can cause toning in them for example. If the alloy is incorrect and features more copper or impurities other than what is expected, then this toning situation is further exacerbated. Basically, it's not uncommon.

Yeah, it's common find a 1982 NCLT 5c that is toned on at least one side. But, why are they changing colour when encapsulated? This happens also in the specimen sets. The uncirculated sets seem fine.

Growing pains due to the new composition, since 1983 seems fine.

How are the business strikes?

Some of the toning can be quite attractive. One of mine is a lovely blue-violet with golden around the edge.
