I paid $18 for it at a coin shop because it was interesting/different and the wording very patriotic "Our Country" and "United We Stand". Is it related to the civil war?

Looks like a very nice merchant token intended as advertising. They were located in New York City and this is a pro-union civil war token. A nice uncirculated example goes for about $40.oo. This is one of sevaral that the Broas Brothers had made.

What was it used for? Was it legal tender or kind of like a gift certificate?

Store tokens took up the slak for a shortage of coins there are very many different types from very many different issuers, they were used just like federally issued coinage,,.
