It looks like a "Good Luck" Chinese token. There is no grade as it's not a real coin and there is no standard to grade it by.

It's definitely a medal of some kind - there's a lump at the top where a loop used to be attached.

No, you can still grade numismatic objects that aren't coins or don't have published grading standards. There's just a lot more guesswork and subjective opinion involved, and the grading is less precise. I'd grade this one gVF.

I agree its a medal, the wording can be translated to "celebrate the restructure of our country".

I am not familiar with the bottom characters, as it's looks like a older writing style than traditional Chinese characters.
