Here is some helpful information for you to absorb on this subject:

The U.S. Mint allows for an error margin of less
than 8 degrees. Rotated die errors are usually not
collectible unless they are at least 15 degrees.
Rotated die errors are most valuable after 90
degrees with 180 degrees being the most
valuable.

Hope this helps answer this for ya.

So, is your coin rotated almost 180 degrees like the picture? Or just a few degrees and is just upside down in the picture?

the coin is in a flip. I just "flipped" it over (left to right) and scanned the other side. ... so we're looking at about 12 degrees or so.

Not sure if I understand how to measure "rotation" ... and my original line was way too fat. I'll add a more careful image. I am measuring RELATIVE to the very faint line of the transparent flip. I would love to get 15 degrees out of it, but not sure it is there.
