Viersen is a city nearby, a county seat in the state of North Rhine Westphalia - and yes, vtv1848.de (see Rdwarrior's post) is the website of the sports club that issued the medal. As for its purpose, I can only guess. Maybe the name of a contest winner would be engraved on the other side ...
