What year did the mint stop hand punching mintmarks? I thought it was earlier than 1998 but this one looks real to me. Is it a mislabeled doubled die?

LOL, it is so extremely rare that it doesn't even exist
Hand punching of mintmarks ended in 1989 so it is not possible for any 1990-present coin to have an RPM.

I thought the year was something like that. So, what is the coin? MD? DDO?

Die movement during the strike. The upper loop says it all. You can see where the mint mark was damaged and pushed south. He must be fishing for the sucker to grab this one.
