Is this a re-punched mint mark or Machine Doubling....

I think it could be a little of both....

Looks a bit like Machine Doubling from what I can see. The RPM looks flat and the top of the letters seem to have some die movement as well. The 3 you can see Machine Doubling on the center and lower curve in the same direction as so called RPM has.
The publication I have lists three for this year. Coppercoins hasn't had any yet to take images of. 8(
