I would agree that it has been cleaned and probably a net F12. The 1860-O is one of the common dates/mm. If you could get it for $150 you are getting a deal. Anything north of $225 and someone else is getting the deal.
I bought this exact date and MM for my 7070. It was in an ANACS slab, cleaned, EF Details, Net VF-20. I paid around $215 for it but that was 3-4 years ago.
