From what I can see, it apprears to be an area polished out to cover a clash. The polishing removed some devices that are slightly below the field. Thus the area flat near the eye. I don't see any other clash marks except one on the reverse under the arrows and between the leaves. The nose is a deeper device and just part of it was polished. Seems like an fresh die state from the other devices. Maybe they were working over an imperfection on the die?

The missing area in front of the eye is a case of overzealous intentional die abrasion. Exactly why they decided to abrade the die isn't clear.
Error coin writer and researcher.
