I got in change at store last night
I guess they try a new date style in 2,000 or were not sure how to engrave it that year
I think its a die crack or metal that move in from rim?

That's not a comma, it's a small die chip. The die is extremely worn and developed a small crack near the date. Same holds true with the nickel. Note that the details are very mushy - indicative of extreme die fatigue.
