Sooo .. I admit to being a novice on bills ... but have learned enough (I hope) from reading this great forum to post the following ...
I received in change today a Series 2003A USA $1 bill ... serial number started with '99' and the horizontal cuts were ragged ... appear to be made by a person with dull scissors.

Now to test my understanding of the bill find ...
I recall reading here that '99' serial numbers are reserved for the BPE issuance of uncut sheets ... and since the vertical edges of my circulation find bill are 'clean' ... then I state the following:
This bill was purchased from the BPE as a set of 4 (or more?) in an uncut vertical sheet and was eventually cut by hand and released to the wild.
I'd appreciate any help, opinions or corrections on my novice assumptions ... I remain interested in the wonderful world of bills ... while currently focusing on coins.
