It might just be environmental toning if it is quite old depending on where it was kept.

Many if not most of my metal detecting finds at the ocean beach look just like that if they have been exposed to wet salty sand for a while, also playground finds in woods chip mulch look like that too.

So its not something from the mint? The copper like surface its evenly coated around the entire coin. and its only a 2003. Probably weather related?

Slight possibility of it being a missing clad layer. I'm not sure if weighing it will help any. Maybe a pro will chime in soon.

When I first saw it ,it looked to me like it was missig a layer. Weighing it will definatly tell if it is or not.

A coin missing both clad layers will have profound strike weakness due to being thinner than normal. This coin is just discolored from environmental exposure.
