The reverse looks to be XF to AU. Too bad the front has all that stuff on it. Either way though, it is a common date. It's value is going to closely follow Silver spot price regardless of the condition.

Plug your ears CCF , but if you really like this coin for sentimental or other reasons, find a dealer that will help you give it a mild 'dip' to make it look nice. Again, cleaning or not, probably won't help or hurt it's value at this point.

Maybe the obverse can be held (like by its edges) so that only the obverse is exposed to the dip solution? It will still be worth the price of its silver, but hey, at least the nice reverse will stay safe.

This coin has seen enough abuse, so I say leave it alone. The odds favour doing more harm than good.

Acetone soak then perhaps a dip. I am not in any way dip paranoid. Done correctly that coin might possibly look better if properly done. But I certainly wouldnt pay to have anything done as it IS a common date.

Obverse is badly stained and it looks like at some time in the past it has been badly wiped. Seems to have a lot of bad hairlines especially on the lower half of the coin. Even if you could get the stains off it would still be a slight premium over bullion piece.
