This is what I think I know
Roman 337 - 350 Constans SMAN
D: 13.5mm at widest point
Antioch - I know where that is as it's somewhere I always try and capture ASAP in Total War.

Sounds OK to me. VOT XV MVLT XX is an unusual votive year type, since most of the VOT types are for decennials. It certainly limits the possible options, and for most of the later options (such as emperor Gratian) the mintmark for Antioch is ANT, not SMAN.

I also come up with Constans. Mint mark SMAN theta, Antioch, RIC VIII #116.

I'm not convinced it is RIC VIII 116? - thats certainly the closest to it in RIC but not sure its a 100% match.

As you can see from the above it should have an 'A' before Θ.

I also think your coin has a '.' in the middle of MVLT, possibly a '.' over a horizontal line?

From reading RIC I can tell you that Constans coins from Antioch were almost all of officinae 'S' 'Z' 'H' 'Θ' 'I', the earlier workshops being used for Constantius. I have also found non-specific references to a 'SMAN' special issue coin from 346-347 but cant seem to find a RIC reference for it. Maybe this is it?

Helvetica shows a listing of this coin along with SMANA as RIC VIII 116. Eric II also has the same listing as RIC 50 VIII (must be a newer version of RIC)& Late Roman Bronze Coinage list both coins as #1384.
