Its a round circle all the way around the coin. It goes underneath the letters so I assume its not PMD. I just havent seen it before

Looks like a concentric die gouge. Probably caused during the die making process.

ok so to explain this further. The coin has a line going around it like you see going through the 9. The parts where it looks like its jagged is actually discoloration on the coin not the line I am talking about.

I can't tell from your photo if the circle is raised, incuse or flush with the field. If the latter, it may simply be a stain.
Error coin writer and researcher.

It doesn't look raised for the most part. I guess its possible it could be a stain, I am not sure. I honestly cant get a clearer pic though
