Maybe he's 75% sure they are 90% silver? ;)
I had a clerk at a coin shop try to tell me that Canadian silver is only 40% and thus paid out like Kennedy 1965-70 halves, I had a roll of 1966 canadian halves to sell. I told her that they are 80% - thus worth twice what they WANTED to pay. Sold them elsewhere obviously.
