Looks like it rubbed-up on a Toad and got warts.
you got any more of these magnetic 2006 cents..need one to fill an empty hole in kids Canada penny folder?

are bumps on coin, like the copper is lifting off the steel base?

Maybe somehow the steel rusted underneath and raised the copper.

Is it coming through the copper, or do you think it might be some type of acid that was spilled on the coin?

The steel is corroding underneath the copper plating, causing it to bubble up. This phenomenon is frequently seen on US Zincolns.
