Not sure if this is cleaned and had retoned but it does not look like it had a bad cleaning. I would guess EF-40 or 45 because there does not seem to be much luster left but if there is more luster I would bump it into the AU grades. I am not sure about this but it seems like this may have PL at one point. The area behind lady liberty and around the date looks somewhat reflective.

despite old cleaning, has AU details....NET AU-50

Looks AU50. Maybe less because of the scratches on the obverse.

I would say XF-45, maybe AU-50 because of what D0ubl3Eagle said about the obverse around the date/lady liberty.
