Is there reports, and a 'variety number' concerning the 2004-D Iowa quarter? In particular, doubling of the 'IGWT' motto?

You probably have a case of non-collectible Machine Doubling that happened because of a loose die...thus wouldn't be a variety because the die was normal, just maladjusted in the machine. Photos of your coin showing the doubled details would be necessary to make any determination.

Regarding your question, however, there are no known examples of doubled dies on Iowa quarters to my knowledge.
