I asked a couple of dealers at a recent show this same question, they both said they downgrade the coin by 2 full grades when it has been cleaned. I got the impression that is kind of a "standard" that they use. It was a reasonable answer IMO.
I have since bought a couple obviously cleaned coins. One certified IHC that probably would be a MS65 if not for being cleaned - and thus a .91 - so I got it at AU pricepoint. Not sure if I'd be able to get a lot on re-sale one day, but it has outstanding eye-catch which is why I went ahead and bought it - hoping that if I ever do sell it someone else will appreciate that as well.
Then two "raw" Peace dollars I bought at just above melt at a show - that otherwise would be MS63 graded and both are reasonably uncommon dates. At just above melt I figured I couldn't go wrong - can always sell them for the silver down-the-road was my thought there.
