I recently received the following list of coins from my father. How do I go about appraising them and/or selling them?

Welcome. You could post pictures here. They are very helpful in giving the value. You can also pick up a Red Book on coin values it will give you a guideline to go buy.

For a lot of your items, such as the various silver proof sets, you might also want to check ebay to see what similar sets have been selling for. The yearly sets don't have a lot of numismatic value, from what I have seen, but with the cost of silver being what it is, they seem to sell for around $50-$60.

I'm not sure how much, if any, value the uncirculated coin sets have above face value. Some, I'm sure, but probably not too much. They make nice gifts, but I don't think they are particularly collectible.

The 1999-2006 Uncirculated sets are probably in a $10-$15 each range. Probably around $15 each for the 1986S liberty halves as well (assuming the holder they are in is from a top tier grader and not a self slabber

That 1999 US Mint 9-coin silver proof set, which includes the first 5 State Quarters in 90% silver, carries a bit of a premium over other silver issues due to its realtively low mintages. As others have said, it's a good idea to check ebay for these items to get at least a ballpark figure of what things are going for.

The 1999 US Mint 9 Coin Silver Proof Set sells for about $140 by itself.

Check out Numismedia Fair Market Value Price Guide. I don't know how to put a link in here so you will have to look it up. Just pick a coin and look it up on the chart. It is a good place to start. It shows what coins were SOLD for by dealers.

Numismedia and/or the Red Book and/or the PCGS web site will give you some idea of prices for all of those. HOWEVER, as already noted and what your looking for is NOT what those claim, but what is actually being sold for.
Therefore your best answer is the famous ebay. What a coin sells for is what it is really, really worth.
