It's a very commonly seen replica of an ancient silver coin from the Greek colony of Gela on the island of Sicily. The huge hole in the middle of the man-headed-bull's neck is not present on
genuine coins of this type; it's put there by whoever made the copies, to hold a blob of glue for attaching onto a promotional card.
We see them here on the forum about three or four times a year; do a forum search for "gela copy" and you'll find over a dozen threads with similar examples.

I don't think we know for sure where these copies came from, but they're so widespread they must have been part of some kind of Reader's Digest style promotional giveaway.
