What Creates This On Cents From The 80's

I am referring to the area above the date. I've seen this on other dates but it seems like mostly the 80's. Is this some sort of Die Deterioration or a die clash. They usually have a similar pattern and looks kind of like the edge of the memorial. Just trying to learn.

It doesn't look like a die clash, more like a bad planchet or plating fold.

That 89s look seriously doubled.
