Im afraid anything that will remove the rust will also eat the Zinc,, once the plating is broken and air can get inside its pretty much over for these coins.

Rust is simply iron oxide, so when removing iron oxide itself, you are moving bits of iron which will affect the overall appearance. But, you got a nice off strike coin there.
