it's copper looking with a bald mans bust looking to be in a high color uniform, it's a semi side view with the left side of the mans face showing, there are no letters that I can identify, only symbols that look to be Japanese or Chinese (forgive me, I don't know the difference). There is a pattern around the edge of one side and a number 1 on that side of the coin as well.

Can anyone please help me to identify this coin?

Well ... no, not without photos and a measurement of the diameter of the coin. However, my guess is a 1 yuan from Taiwan:

1 Taiwan yuan is worth about 3 cents face value at current exchange rates; there aren't any scarce dates in this series that I'm aware of. So it'll be a 10 to 20 cent coin at most, I'm afraid.
