ICCS rates it MS-62, but one of the senior members of Coin Talk called it "harshly cleaned and ungradeable."

There looks to be some toning, but that could be reflection from the ICCS packaging, you have the coin in hand does it show any toning, if it does, how can it be "harshly cleaned and ungradable ".

The apparent scratching may indeed be on the vinyl flip.
How does it look in hand?
If internet grsding and condition opinions were even 80% accurate all the TPG's would be scrambling.
Not often ICCS misses a harshly cleaned coin,but their detractors will jump on a photo such as yours.

In hand, under my 30X loupe, I don't see the scratches that seem visible in this picture, especially on George VI's neck and in the field in front of his nose. My photography skills are far from adequate, so that could be part of the problem.
