First off, "D" stands for Denver, not Delaware. 
Second, just because it "looks silver" doesn't mean it is. It's quite likely that it's been privately plated post-mint; at one stage HSN and other mass-market coin sellers were selling silver and gold plated quarters (I don;t know fi they still are). Once people found out their "collectibles" were near-worthless, many of these plated coins no doubt entered circulation.
