Not sure if this is an error coin, weak strike, or cleaned? The mint mark seems pretty much filled, and the C & E from Monticello seem to be completely gone. Any insight into what I'm looking at here would be appreciated.

Looks like EXTREME Die Deterioration. Would be a keeper for the cool factor, but there might be more (like a possible clash). let's see what others have to say

I see a lot of mid-80s nickels with severe Die Deterioration, but this one's a doozy. I don't know if it has much value, but I'd call it a keeper. That's a really over-used pair of dies.

I don't think I've seen Die Deterioration that bad on a nickel before. I'd certainly keep it.
Rest in Peace

I agree it is Die Deterioration. 1983 is a common year for this. The dies were used way past their life. I think you will find the possible die clash that was mentioned above is not a clash but is die transfer wear. The constant pressure of the strike causes the image from the opposite die to form on the fields of the opposing die. This is also seen on wheat cents in the 1940's. A clash is a more defined image.

Thanks for the feedback, all. It's decided it's a keeper, if for nothing but its novelty. It's interesting that in a year where there were no mint sets created, the dies for the only producing mints were overused. Really gives you more of a sense of how certain dates become more valuable.

It is not really worth a premium but definitely a keeper as an excellent example of extreme Die Deterioration.
