Is there any reeding left on the edge? If not, it looks like it may be a Dryer Coin.

Yes, it's just a weak strike, pretty common.

I think it's damage from a coin counting machine or a coin operated machine. A weak strike would affect the bust as well and the bust looks fine. John1

Actually, it's pretty common to have a strike that's just weak around the periphery because it requires more force to push the metal up into the peripheral elements, and the metal there is slightly hardened from the rim-upsetting process. It's really common on Mercury dimes, for instance, and collectors work hard to find dates that are fully struck both at the center and in the periphery. Some dates are very scarce with the last digit of the date fully formed, and many dates are almost always missing part of the "E" in "ONE". Images here. Not to say that a machine-created circular damage that looks like this isn't common too. I don't see any scrapes in the fields that fit that though.

A reverse image might help? I'm thinking Struck Through Grease error. The motto and date are also weak. The reverse image might show more weakness or a normal reverse? The rims are full as would be the case of a struck through error.
