I don't know of any mint error like this. You know how people cut coins in half and make strange things out of them...usually just a two headed quarter or something. Maybe somebody just did that here and put it back together after messing with it. Just a thought

I believe you have a partial collar. When the coin was struck, the collar that goes around the coin and dies did not go up all the way, so the rim was only partially formed and overflowed wherever the collar wasn't. Is it roughly the same all the way around, or is it tilted? If it's the same all the way around, it's a more scarce type of partial collar also known as a "railroad rim". A nice find!

Very nice partial collar! And from what I can see it does look like it goes all the way around.
