Do I need both to "Complete the Set?"

The mint mark is different. The punch was replaced and there is a clearer mint mark on most of the denominations. Cent - Quarter, maybe Half also. But the type II looks like the 1980 Mint marks. You collect what you want, but the book you have might have a place for both.

My H.E. Harris "Official U.S. Mint" album does have a place for both. That's why I'm wondering.

It depends on what you define a complete set to be. It's your set, and you can choose to include whichever coins you want to.
