This is not my area, but I believe that it is not. Due to the different directions of doubling areas you marked. I believe that doubling would be consistent in one direction.

Others with more experience will chime in.

Thank you Chris... For the sake of discussion:
This coin is marked up pretty bad... lots of PMD going on, and maybe I marked some of those too.
Addressing the photos, top to bottom
photo(1) On the mint mark, I see the split serifs

photo(2) --Maybe the split on the tip of the angled leg of the R
--And I wonder on a couple of others marked, where there appears to be "Beat up" doubling parallel to the legs. (that is a stretch)

photo(3) --I see the split at the tip of leg of the R
--And the split on the cross bar of the 2nd T (with a ragged beat up "doubling" line on the crossbar of the 2nd T.
--The virtical bar on the "D" looks doubled to me (of course, I have the photo rotated... it would be the vertical bar if the D were upright)
-- the "cross bar" on the N looks to have a raised parallel line (If the N were upright instead of on it's side)

There is a lot of caos on this coin... Thus my other question.... is a DDO known for the 1998P?... if so, then I would want to look for other markers of this Die.
***Again... I will have to overcome my inertia and look this coin up on CONECA http://conecaonline.org/
(and will do so later today or tomorrow as time permits.) :))))

What I see here is a combination of Machine Doubling with a little Die Deterioration Doubling. I do not see a doubled die in the images provided.

Thank you both. I am having extremely little trouble agreeing. :)
