It's a large date.

Small date - inside of the 9 points to the center of the 7
Large date - inside of the 9 points to the bottom of the 7

The bottom of the 7 is where I usually check first. Note how the large date's 7 hangs below the 0 in the date?
The second point is the inside loop of the 9's direction. Check image provided and see the differences. Also the ends of the 9 are blunt on the large and pointed on the small date, both ends.

I had looked for these for years in circulation. If all you have are large dates, it's easy for your eyes to get fooled.
Once you have a small date in hand, the difference is dramatic. Take a look in coins taken from mint sets--they're easier to find that way.
