I came across this coin on ebay which looks like it has a different finish than other Indian Quarter Eagles that I have encountered. It is not advertised as a proof. What do you think?

Really hard to tell from tiny scans. Personally, I wouldn't touch it.

I'd be very cautious with those scans and minimal ebay feedback.

From those pictures I wouldn't touch it. Can't tell if it is real let alone if it is a proof.

I wouldn't necessarily reject this coin. Photos are poor but from what I can see it looks OK. Finish is not particularly unusual for a business-strike Indian quarter eagle and the current bid ($142.50) would certainly be a bargain price. Throw in the return privilege plus ebay buyer protection and I really don't see a problem.

To answer the OP's question: no, I don't think there is any chance this is a proof.
