That's just the toning on the coin.
I do agree that they aren't great looking coins though.

Although toning can have an effect on eye appeal and thus grading, it isn't as large of a consideration as contact marks and other after-strike flaws. So even though it may have unattractive toning, it can still be a high grade coin.

Yup, just toning, shouldn't hurt the grade really at all. I think the first one posted (PCGS one) has attractive toning.. Definitely looks like a nice 66 to me.. But then again I like colorful toning. Personally I'd take a toned one over a blast white one.. And even pay a premium if I find it attractive.
The other one looks ok but the toning isn't as nice.. To dark with no colors.

I agree on the toning. Coins with attractive toning can be very interesting and often take a premium. It makes them unique. I've sold coins over book for that exact reason.

The reverse looks a little banged up. Also looks like a PL and not an MS coin.

maybe is PL, I'm not sure, inherited it. my uncle had it in a dark blue cardboard 6 coin holder but I don't know why.

It's pretty tough to make an accurate call on coins graded this high just on photos

If the mark on the nose is as distracting in hand as it is in the photo you have a $20 coin.If not you'll understand the significance of jdmerm's reply.

The ICCS ms66 is most likely almost flawless in regards to contact marks on the coin's surface (toning doesn't matter).
While the PCGS ms66, is more than likely an 'ICCS ms65' due to some hit marks on the surface, but because PCGS rewards a coin for toning, they bumped the grade up to an ms65.
Your coin however seems to have plenty of small hit marks and ICCS in my opinion would grade it as ms63.(I don't think it's a PL).
No disrespects intended, but to the experienced eye, the difference in grade between your coin and both the PCGS and the ICCS coins is very apparent.

They aren't great looking coins but their technical grade would be correct.
