I am curious to know the grading of this coin, please. I believe it to be: Appollonia, Illyria, AR drachm, (3.00g) after 229 BC, NIKAN_PO_ Cow standing right, looking back at calf, which she suckles. / Double stellate pattern. S1900var. Thank you (in anticipation)

I would grade the coin F-. Its a fairly common type available in high grades. Your coin has honest wear and it being off center doesn't help it. Its still a wonderdul and unique type to own.

what grade would you give this coin? ATTICA: ATHENS Silver Tetradrachm (24.5mm, 16.95 gm.) Athens, 454-449 B.C. Helmeted head of Athena right. Owl standing right, head facing. Reference: SNG Delepierre 1441

From the pictures the coin looks like it has a silver wash over a base metal. If that's the case than the coin is a copy, otherwise it looks OK. I would give it a grade of VG.

No, not fake. Did he happen to mention "fouree" anywhere in the listing? This stands for contemporary counterfeit. The test cut fits with this assumption.
"fouree" means a contemporary counterfeit.
