I found this coin while roll hunting. Take a look and let me know what you think may have caused this.

I've got a lot of these, but I only seem to see the effect this bad on the 1999's. I always thought it was a plating issue, as it was still in the early days of the new plating techniques.

A plating issue makes sense. I think I've seen pennies like this before but didn't look closely and assumed it was PMD. In hand it kind of looks like someone painted glitter on the coin. I'm going to keep a look out for more.

It reminds me of the coins with tiny waves on the surface when I look at the sideways pictures. It's still an interesting coin to look at.

Take a look at this 1998, they nearly look like twins.

From what I understand it is a plating issue. Some kind of debris, maybe dust gets into the plating process.

Thanks for all the responses! It does look a lot like the one with deficient plating. I was looking more closely with the last box I just searched and I noticed examples from 2000, 2004, and 2010. All of those coins were non-magnetic. Although those examples had smaller areas of the bumpy surface and/or only one side was affected.
