I'm going to double down... I have never heard this and don't think that it's correct. PCGS and NGC put the FSB designation of all of their slabs that earn that distinction. Not all PR/PF Mercury dimes get it.

I think you misunderstood BamaBlue, proof coins are intended to be struck with Full Details so strike descriptors are not used as they are on Business Strikes.
