Can someone tell me if this is normal damage on the face?

It's a little blurry, but looks like Die Deterioration. Pretty common in 2000.

There has been a small thin shard of metal (probably a small amount of spalled plating off a previous coin) that has interposed itself between the die and the planchet.

So what you see here is neither a die damage problem OR an original planchet problem. It is what may be called a 'struck through', more commonly found when a small, droplet of grease or oil interposes between die and planchet.
