The first one intrigues me and I have no idea. The bust has a certain Greek flare with a hint of a Romanesque touch. I would guess its from somewhere the Bosphorus, Pontic Black sea area...
Second one I doubt is 4th century, I would guess 6-7th century. I am smelling what your stepping in, Ron and I am going to say Flavian Phocas as well.

One stronger hint: The ruler issued coins acclaiming two Roman emperors on the reverse during his reign. Quite happy to let that slip into the background and have one of you Phocas fans post the next one.

Not the image of a Roman emperor but the local ruler. As said before 4th century and the Roman emperors depicted on his coins are contemporaries. Not sure if this helps much but here is the image of the Roman emperor depicted on the reverse - it's the second of the two Roman emperors depicted on his coins:  But a genuine hint: the region ruled by this person has a coastline on the Black Sea.

Where are 'Ancientnoob' and 'VisigothKing'? One of them should be able to home in on the ruler.

Well I think I see a beard on the Emperor and I am going to offer a dual guess.
I am going to say the emperor is Diocletian.
That would make the King Theothorses. Ruling Bosporan client Kingdom at the close of the third century. He would have shared coins with other Roman Augustus?...guessing....

I just going to throw out a guess. Licinius I. If I'm right I yield the next coin to Anoob, he did the leg work on this one.

The king in question did mint coins with the (supposed) image of Licinius but the image depicted yesterday at 10:13pm must relate to another Roman emperor because of the date it was minted. Since there are only two choices left, I'll wait if 'Ancientnoob' shows before I go to bed (not long to go). If not I'll post the whole coin and follow your recommendation to hand over to him.

Okay, bed time now - so here is the full coin:  AE Stater Year 623 (=326+) of Rheskuporis V (~304-342) Obverse: BA[SILEW]S RESKOYPORIS around draped bust right, star in front Reverse: Laureate and draped bust right 'Gamma' left, K[X} right With the date being 326/7 the reverse bust must indicate Constantine I. Over to you 'Ancientnoob'.
